This mindset has guided the evolution of Health Action Council’s Custom Clinical Model, a data-driven, member-focused approach designed to improve quality and close gaps in care. Since 2022, the model has helped close more than 9,445 gaps in care, generating $15.3 million in value and savings. Over the past four years, Starr’s focus on clinical quality and patient outcomes has contributed to $46.5 million in total savings—proving her theory that better care can also mean better business.


But numbers can only tell part of the story. While the research and statistics provided are always insightful, it’s never enough to just outline the problem for Patty. That’s why every White Paper takes the information a step further, providing practical solutions to the problems posed.


The release of the annual White Paper study is a massive success for Health Action Council, but as soon as the study is published, Patty only has one thing on her mind: next years’ topic. She recognizes that there are always more problems to solve, more people to help, and more opportunities for meaningful change. That forward momentum is what has propelled Patty and her team to sustained success during her tenure as President and CEO.
